Commercial Land in Celina and Prosper: A 2026 Site Guide

Celina and Prosper sit on the Dallas North Tollway's path north, and both are adding rooftops faster than retail, medical and service space can keep up. Here is what commercial buyers and landowners need to know about the corridor, with sources.

Why commercial users are watching this corridor

Rooftops. Celina grew from 17,099 (April 2020 base) to 64,427 residents by July 2025, up 276.8% (Census QuickFacts), and was the nation's fastest-growing city of 20,000+ in 2025 (Community Impact). Prosper reached 45,605 (Census QuickFacts).

Spending power. Census ACS 2020–2024 median household income is $170,894 in Celina and $195,281 in Prosper. Celina recorded about $3,765 in retail sales per capita in 2022 against Prosper's $28,581 (Census QuickFacts, links above). Celina residents do much of their shopping elsewhere today, which is the kind of gap that attracts new retail and service users.

Road timing: the Tollway and the Outer Loop

  • DNT Phase 4A extends the Tollway 6.5 miles from US 380 to FM 428, opening late 2027 per NTTA. Intersection structures at Doe Branch Creek, Punk Carter Parkway and the Collin County Outer Loop are under construction (NTTA, May 2026; Post Signal).
  • Outer Loop: two lanes are open from the Dallas Parkway to Custer Road. Second service roads from the Denton/Collin line to Choate Parkway are at 60% design with construction tentatively in early 2027 (Collin County).
  • FM 428 is being rehabilitated from the Denton County line to FM 455 (TxDOT, est. completion April 2027) (TxDOT list).

Interchange corners such as DNT at the Outer Loop, DNT at FM 428 and Preston Road at the Outer Loop are where the strongest commercial demand usually concentrates once traffic counts arrive.

What's on the market and where to look

Published listings in the corridor range from in-town infill pads to 50-acre-plus mixed-use tracts at future interchanges. A recent search showed, for example, a 54.62-acre tract at the SWC of the Outer Loop and Custer Road and 12.32 C-zoned acres at Preston Road and Glendenning Parkway on brokerage sites. The Celina Economic Development Corporation publishes a site-selection map with parcel-level zoning and infrastructure layers (Celina EDC available sites). It is a great first stop for any user.

Off-market opportunities are common here. Many corridor landowners are long-time families who prefer a quiet conversation to a sign on the road.

Evaluating a commercial site: the checklist

  1. Zoning and PD terms: what is allowed by right versus by SUP.
  2. Access: median openings, deceleration lanes, cross-access easements, and future road widenings that could take frontage.
  3. Utilities: water/sewer capacity, and whether the tract is in a MUD, PID or TIRZ.
  4. Traffic and timing: today's counts versus post-Tollway counts. Pay for the future only when the road is funded and under construction.
  5. Floodplain and drainage: creek corridors (Doe Branch, Little Elm Creek tributaries) shape usable acreage.
  6. Exit strategy: ground lease, build-to-suit, or pad sales. Our investment blog covers sale-leasebacks and cap rates.

For landowners: preparing a corner to sell

Corner owners get the most when they market to the right buyer type at the right moment, for example to a QSR or fuel user once the interchange design is final, or to a developer who will pad it out. Assemble the survey, title commitment, zoning letter and utility-availability letters before going to market, and know your ag-valuation rollback exposure.
